New GCM version - including guidelines for implementing identifiers using URIs

A new version of the INSPIRE Generic Conceptual Model (GCM) - version 3.4rc3 (release candidate 3) has been published on the INSPIRE web site . This version is consistent with the draft amendment of the Implementing Rules for interoperability of spatial data sets and services that was adopted by the INSPIRE Committee on 8 April.

The new version of the GCM contains a new informative Annex on the implementation of identifiers using URIs in INSPIRE. The annex provides some background and guidance regarding identifiers and the deployment of URIs within INSPIRE for spatial objects and other resources such as code list values and coordinate reference systems. In addition, a FAQ page around implementing ids using URIs in INSPIRE has been set up at http://inspire.ec.europa.eu/ids.

Favourable opinion from INSPIRE Committee on INSPIRE Annexes II and III

We are pleased to announce that on 8 April 2013 the INSPIRE Committee gave a unanimous favourable opinion on the proposed legislation for the harmonisation and interoperability of 25 data themes in INSPIRE Annexes II and III. This is an extremely important milestone for environmental data management in the European Union. The proposal will now be submitted for the scrutiny of Parliament and Council.

The INSPIRE Team would like to thank all the members of the Thematic Working Groups and also those experts who participated in the consultation, testing and user requirements survey.

INSPIRE Data Specifications

The JRC data specifications team and the Thematic Working Groups are working hard on finalising version 3.0rc3 (release candidate 3) of the INSPIRE data specifications for the Annex II+III data themes. This version will be consistent with the draft amendment of the Implementing Rules for interoperability of spatial data sets and services that are currently being translated. The corresponding data models and xml schemas have already been published and the guidelines will follow as they become available. Check the Data Specifications section of the INSPIRE web site for the latest documents.

The current versions of the draft guidelines for all 25 themes covered in INSPIRE Annex II and III aren now available in the INSPIRE Library.

6192 comments on INSPIRE Data Specifications

The INSPIRE Team would like to express our appreciation to the 160 organisations from 20 countries that responded to the recent consultation on the INSPIRE Data Specifications for Annex II and III and the organisations that participated in the testing of the specifications.

The INSPIRE Thematic Working Groups are now in the process of addressing all 6192 comments submitted during the testing and consultation and in parallel they are analysing the 62 testing reports. A description of the actions taken for each comment will be published on the INSPIRE site with the next edition (3.0) of the Data Specifications.

Less than one month to comment on INSPIRE Annex II and II data specifications

A gentle reminder that there is less than one month before the close of the INSPIRE Annex II and III Data Specifications consultation on the 21st October 2011.

Please note that on the 26th August some changes were made to the Data Specification on Geology – Draft Guidelines and to INSPIRE Annex II&III GML Application Schemas. Please ensure that you have downloaded the latest versions.

In June the INSPIRE Thematic Working Groups (TWGs), Data Specifications Drafting Team and INSPIRE JRC Data Specifications Team finalised the draft Data Specifications of the Spatial Data Themes referred to in Annex II and III of the INSPIRE Directive. Their work is now available for public view and consultation by the INSPIRE Stakeholder Community as draft Guidelines .

Based on all the comments received, the INSPIRE TWGs will issue a new version of the Data Specification – Draft Guidelines, while the European Commission will prepare the amendment proposal for the Implementing Rules on interoperability of spatial data sets and services, which will be submitted for opinion to the INSPIRE Regulatory Committee in 2012.
