Mission and Objectives
| The mission of the NESIS Network is to promote the uptake of ICT solutions to address the problems faced by public authorities in providing information related to monitoring and reporting environmental impacts and threats. By supporting a shared vision for streamlining current information and reporting systems, and promoting the adoption of an interoperable information infrastructure, the NESIS Network addresses to support the effort at EU level for the implementation of a Shared Environmental Information System (SEIS) It does so focusing on the ICT issues of implementing SEIS, by gathering information on requirements and existing experience, with the objective to make a proposal on what and how the infrastructure of SEIS should be built upon. |
| Mandate
|
The NESIS SDIC is grounded on the achievements of the NESIS project, that has established an operational network for the European stakeholders of ICT management of environmental information.
Starting from reviewing the current state of play at the national level and existing Good Practices , the requirements for enhancing the existing infrastructures and the existing ICT deployments, the Network mandate is to operate for the technical evolution towards a distributed, standards-based infrastructure for spatial and non-spatial environmental information, based on the principles of shared access rather than centralized reporting. This reflects the latest developments in the ICT domain and in terms of the evolving legal framework, including the implications of compliance with the INSPIRE Directive.

| Main Activities
|
Collect and describe user requirements related to Environmental policies
A report has been done at European level of the current systems, collecting information on the different organisations involved, the existing dataflows and services, the use of common reporting tools (e.g.. Reportnet), standards, data policy and other relevant components of SEIS.
A NESIS Best Practice catalogue has been organised in order to share the above information within the network of partners and within the larger network of the NESIS Stakeholders, who are as well expected to enrich the catalogue with their own experience. That tool is available at http://www.nesis.eu.
Both these streams of activity will be maintained along the time, to provide, with regard to the ICT and “geo” aspects, input for the process of SEIS development.
Contribute, with reference to environmental information management, into the review process and the release of the INSPIRE Implementing Rules
A NESIS concept for the technical implementation of SEIS (which services and how to deliver them) has been carried out and proposed by the network to the SEIS Community. The document “Towards the ICT implementation of SEIS” exposes this proposal in a comprehensive and easily exploitable form.
Contribute to awareness raising and training
Specific actions for awareness and training will be carried out. The effort is for improving communication flow between MS and EC and among MS themselves, by supporting a shared access rather than a centralised one and by addressing the ICT development for the future.

| Membership
|
The members of the NESIS network are:
• national and regional bodies who will be involved in the development and application of SEIS, including many EIONET National Focal Points
• IT services providers for input and validation
• University and Research centres
The stakeholders to be addressed by NESIS are actual or potential users and producers of information related to monitoring and reporting environmental impacts and threats. Such audience constitutes the SDIC eligible partnership, covering a large spectrum of scientific competence, technical skills and needs of use.
The audience is then composed by both technical and non-technical organisations, who deal with the environmental information. Their commitment ranges from environmental management and planning at the different levels (local, national, European), to scientific assessment and evaluation, to technical work in the field of geo-data sharing. Audience includes as well people of non-governmental organisations and environmental associations and individuals: a very wide range of persons in numerous different organisations with diverse cultural or technical backgrounds.
This members will be able to give inputs, to receive valuable feedbacks and that will contribute to the process definition of SEIS and to the link with INSPIRE, also as contribution to the Implementing Rules.

| Previous Experience relevant for INSPIRE development
|
NESIS Community is established upon the basis of NESIS project, a Thematic Network running within the ICT-PSP (Information and Communication Technology - Policy Support Programme) and CIP (Competitiveness and Innovation Framework Programme) programmes.
The SDIC (i.e. its Community) intends to carry on the specific experience already started with NESIS project and to improve it thanks to the involvement of new members. The NESIS project has built up a proposal for the ICT implementation of SEIS (project deliverable D6.2 “Towards the ICT implementation of SEIS”). The proposal grounds on the INSPIRE architecture and considers geo-reference as a basic component of many geo-information to be taken into proper account.

|
NESIS primary business is supporting the ICT implementation of SEIS. This will be accomplished by sharing experience and resources already acquired during the NESIS project and by extending the partnership in order to assure the involvement of a larger part of actors operating in the specific field, ranging from Regional and Local Governments to Private Companies and to Associations and NGOs. |
