Mission and Objectives The mission of SDIC-MORE is to help to define implementation rules for Monitoring and Reporting the implementation of the INSPIRE Directive by 2007. In order to fulfill this mission, MORE wants to take the State of Play study as a starting point. The SDIC wants to support following activities and support the work of the experts of the drafting team that will be dedicated to do so: (1) An analysis of existing monitoring and reporting activities will serve to identify possibilities for automated indicator collection and will assess the relevance of some indicators in terms of distance to target. (2) On this basis series of indicators and monitoring mechanisms will be drafted and an implementation schema proposed. (3) Focusing on various aspects of costs and benefits related to a better sharing of spatial data and services across themes within a region or MS, including cross border effects.
Mandate An agreement has been established amongst two members of already existing associations, i.e. AGILE: the Catholic University of Leuven, Spatial Applications Division (SADL) and the University of Rome La Sapienza, Laboratorio di Sistemi Informativi Territoriali ed Ambientali (LABSITA). The objective is to further enlarge this agreement with other members of the AGILE association, with members of EUROGI and other INSPIRE stakeholders.

Main Activities The SDIC-MORE will organize supporting activities for experts of the drafting teams in the field of monitoring and reporting the implementation of the INSPIRE directive. Activities that will be organized are, amongst others: working meetings with the members of the SDIC and experts of the drafting team, the organization of workshops to bring together stakeholders in this field and to discuss the way common practices and methodologies could be applied, collection of reference material, assisting experts to elaborate indicators for monitoring and the specifications for doing so and training initiatives.

Previous Experience relevant for INSPIRE development SADL was contracted by the Commission to carry out a study on the State of Play of the National and Regional Spatial Data Infrastructures in 32 countries in Europe. For this study, SADL worked together with the Interdisciplinary Centre for Law and Information Technology (ICRI, K.U.Leuven) for elaborating the legal aspects. SADL is currently working on the last update of these reports and will give some recommendations to the Commission for the implementation of the Directive. It has already been said by the Commission that the SoP study could be used as a starting point to develop the monitoring and reporting process of the INSPIRE directive. SADL is also active in several GI & GIS projects for the European Commission and national, regional and local authorities in Belgium. One of these projects is the GIS for NATURA 2000 project of DG ENV. LABSITA is a research laboratory of the Department CAVEA � University of Rome La Sapienza active in research studies, applications and education on advanced techniques (IT, Remote Sensing, GIS, etc.) applied to the analysis, planning, monitoring and management of urban areas, the environment, the territory, the natural and cultural heritage. The laboratory has been/is active in GI & GIS projects for the European Commission and national/local authorities in Italy. The laboratory is also active in investigating GI & GIS use and diffusion in Italian local authorities and has proposed in different conferences the idea of a European Observatory to monitor and report GI & GIS use and diffusion in Europe. Both organisations are users of spatial data and metadata in diverse projects.
