Mission and Objectives To identify good practices and develop a practical guidance tool for the inspection of "upstream" waste sites, and for the promotion of compliance with waste law on these sites, by competent authorities in the IMPEL member countries
Mandate The General Assembly of IMPEL (= European Union Network for the Implementation and Enforcement of Environmental Law) adopted the ToR for the "Waste Sites" project at its annual meeting in November 2010.

Main Activities - Questionnaire to member countries + evaluation of the (12) replies - Survey of existing guidance materials at national and international level - Workshop with experts from waste authorities, Customs, police, industry and others, in Frankfurt/Main, Sept. 2011 - Exchange of best practices in project team meetings - Elaboration of handbook and field manual for the identification, inspection + compliance measures regarding upstream waste sites relevant for illegal waste exports (until autumn 2012) - Test inspections in April 2012

Membership The project team consists of representatives of waste authorites from 6 member countries (DE, NL, SE, SI, LV, UK), with Germany being lead country. In addition, several other European countries are participating in project activities (AT, BE, CZ, EE, PT, Norway).
