Mission and Objectives
| In connection with the technical implementation of network services across Europe public authorities will face similar challenges in connection with their technical implementations.
In order to bundle the implementation experiences of different public authorities (at communal, regional and national levels) as well as legal persons the SDIC ‘Transnational Working Group for Interoperable Network Service’ aims to contribute to the INSPIRE process as an expertise group providing the Drafting Team ‘Network Services’ with technical inputs based on running implementation projects.
The existing SDIC Runder Tisch GIS e.V. (http://www.rtg.bv.tum.de/) with its OGC testing platform (http://www.rtg.bv.tum.de/index.php/article/view/311) is a neutral and independant forum for public authorities, software vendors and private users. Runder Tisch GIS (Round Table GIS) will be the core of the “TWINS” SDIC.
Runder Tisch GIS is a 130-member strong network between governmental and business representatives of the spatial information market, as well as research institutions and students in that area. Its mission is the promotion of a dialogue and the cooperation at the spatial information market
Objectives:
- research projects like implementing a multi-vendor platform for demonstration projects, testing specifications of the Open Geospatial Consortium (OGC Test Platform, figure 1) and acquiring user input for setting up Spatial Data Infrastructures
- publication of manuals for the introduction and the use of geographical information
- education in geographical information science (organisation of education seminars and workshops)
- promotion of young scientists
- international cooperation for research in geographical information science (Austria, Germany, Switzerland)
Runder Tisch GIS will incorporate the following projects in order to providethe INSPIRE process with practically proved technical concepts:
- Geoportal.Bund, German Network Service Project (BKG, Federal Agency for Cartography and Geodesy)
- Discovery, View and Download project of the LGN, (Landesvermessung + Geobasisinformation, Lower Saxony)
- geocat.ch: Swiss National Discovery Service Project (Swiss Federal Office of Topography)
The participation of the “Coopération pour l'Information Géographique en Alsace, France (CIGAL)” and the “State Office for Survey and Geoinformation, Saxony-Anhalt” is currently in the formal approval process. Both institutions aim to participate with their discovery, view and network service projects to address cross-border and transformation issues.
The SDIC is intending to generate and implement pilot projects through the INSPIRE process, to support the drafting process. Another filed of activity would be cost/benefit analysis.
Partners out of the SDIC are willing to commit resources to the drafting team of up to 4 man months.

Within the SDIC group, Runder Tisch GIS will get in the lead position. It will be assisted by an expertise group consisting of the following members:
- BKG: « Bundesamt für Kartographie und Geodäsie » (Frankfurt on the Main, Germany)
- Runder Tisch GIS e.V. (Munich, Germany)
- GeoTask (Basel, Switzerland)
- LGN: « Landesvermessung + Geobasisinformation Niedersachsen » (Hannover, Germany)
- KOGIS: « Koordination der geografischen Information und der geografischen Informationssysteme », swisstopo (Berne, Switzerland)
The above-mentioned project members will provide the INSPIRE process with both specialised knowledge and project-proved technology. Existing projects having been realised at all administrative levels are therefore taken into consideration.
The SDIC project group will be attended and supported by further members of the Runder Tisch network consisting of both governmental and business representatives.
