Description
SDIC Title Data Exchange Group on Air Pollution
Acronym DEG-AP
Details
Mission and Objectives To assist EC/DG ENV, supported by the EEA and the ETC/ACC, in its efforts to ensure efficient reporting in the field of air quality and air emissions by addressing the technical issues involved. The main objectives are to help define technical framework for reporting (data formats and templates, metadata description, uploading and/or accessibility procedures, GIS considerations for spatial data), which will be easy to use and maintain, while enabling effective means of using the information provided for assessments, compliance checking and public access.
Mandate DEG-AP is an Expert Working Group established by the European Commission DG ENV C1 under the Clean Air for Europe (CAFE) programme, after being formally endorsed by the CAFE Steering Group.
Formal Mandate European Commission
Main Activities - review of existing reporting procedures from the technical perspective - assistance in drafting new reporting procedures, including GIS specifications - audit of new proposed reporting procedures
SDIC URL Information on activities through http://europa.eu.int/comm/environment/air/index.htm
Membership - Nominated experts by the national authorities, from Ministries of Environment - experts, invited by the Commission (independent research institutes etc.) - experts from European Topic Centre on Air Pollution and Climate Change (consortia) - experts from European Environment Agency - EC desk officers in charge of implementation of AQ directives
Typology Thematic
Comments The Commission is currently in the process of proposing a revision of Air Quality legislation as part of the Thematic Strategy on Air Pollution, to be issued in July 2005. Significant changes are envisioned for the reporting, where GIS referencing of air pollution information, Inspire and the DG ENV vision of an Shared Information Sytem play an important role. DEG-AP is the principal drafting team to work with the Commission on the new reporting scheme in this theme. DG ENV C1 considers that this process can be effectively joined through DEG-AP with the drafting of Implementing rules for the theme of Air Quality. On Air Emissions, linkages with Climate Change Monitoring Mechanism Team should be explored. Experts suggested below have mainly expertise within the theme of air quality/air pollution, however they have expressed interest to contribute in linking these theme in the wider horizontal context. We are also preparing a list of relevant documents and will introduce them at a later stage.

  2. submit reference material as input to the Drafting Teams
  3. register a project to test/revise/develop the draft Implementing Rules
  4. collect and describe user requirements related to Environmental policies
  5. participate in the review process
  6. implement pilot projects to test/revise/develop the draft Implementing Rules

Previous Experience relevant for INSPIRE development DEG-AP has been established in 2004, however experiences from members come from more than 20 years of reporting of air quality and air emissions data. Nominated national experts nominated are usually persons coordinating (collecting, QA/QC, submiting) reporting from Member States to the Commission, while EEA and ETC members are people in charge of collecting the reports and maintaining the European air quality database and air emission inventories.
