Mission and Objectives Discuss issues and solutions around geospatial data integration with other geospatial and non-geospatial data, as well as with business process workflows. Help organisations with impact assessments, as well as technical aspects like quality conformance checking during schema transformation and data enrichment.
Mandate User community, many of whom are already addressing or will have to provide mechanisms to comply with INSPIRE legal compliance and data conformance. Notably to address impact assessments and business continuity as they tackle INSPIRE.

Main Activities We have successfully modelled the complex data structures of the XML application schemas and worked with national data 'as is' transforming it to INSPIRE schemas for encoding in GML 3.2.1. We plan to provide user and market requirements for a quality rules expression language based on OGC and ISO/CEN standards and that works in an interoperable environment like INSPIRE. Support industry activities through EuroGeographics (ESDIN project). Build online capabilities for geospatial data validation and conformance checking. Create thematic rulesets that fit the domain needs arising out of areas like the INSPIRE Thematic Working Groups. Have regular meetings to provide feedback on rules language and future requirements with interested parties.

Membership Those who want to ensure business continuity and not have to do massive reengineering tasks on their data to help it comply with INSPIRE data specifications. Any organisation that has a requirement for a rules-based, automated solution for geospatial data integration based on open, interoperable standards.

Comments In terms of the INSPIRE Directive, only those spatial datasets that meet or conform to the implementing rules will meet its requirements. “Full” conformity is measured and each Member State is given the option to provide an update on implementation progress, by presenting a measure of their “degree” of conformity. 1Spatial can help test conformance based on methods for the quantitative assessment of geospatial data consistency and completeness, as well as advise on Oracle, GML, SOA and web services.

Previous Experience relevant for INSPIRE development 1Spatial worked successfully with several organisations as part of the JRC Annex I data specifications testing and tested data quality as part of successful schema transformations using GM3.2.1 encoding. This was done as part of ESDIN with European organisations like IGN Be and TDK, and with the Environment Agency in the UK. Our customers are already involved in INSPIRE through their own efforts as LMOs - National Mapping and Cadastre Agencies, other public sector bodies as stakeholders providing data to LMOs and organisations involved in education and research relating to SDIs.
