Mission and Objectives Development of spatial and GIS information technologies (Earth observing, navigation, etc) have created the pre-requisites to new system construction for geospatial ensuring of society in Ukraine. To this time we have got the state geoinformation provision system as construction of different Ministries and Department. According to this infrastructure each Ministry and Department keep responsibility for the control and investigation of different nature and technogenic spheres and recourses, have got own monitoring network, methods and data collection, treatment and analyze. Because of the information is collecting on department's verticals, separate information sources have got low connection each with other. It not allows to conduct complex and operative region condition analyze taking in account spatial - time relationships between different environment components. Meantime the methodological and software base (GIS, internet, etc) for different departments vertical integration on territory sign is. That is why the system of geoinformation space ensuring (SGISE) is main component in the total national geospatial system of Ukraine. Some problems on remote sensing data of the nature landscapes decoding are analyzed with system approaches application. It has been done to utilize the optic spectral and spatial indexes for main geoecological characteristics of test regions and polygons, to automate the decoding process of the nature landscapes remote sensing with structure – texture analyze application, etc. In particular the comparative assessment of the some accidents remote sensing in Ukraine is doing with different satellites application already. The procedure of physical modeling together with quality criteria statistical assessment of the landscape elements data fusion is working out as well. Remote sensing data are presented with concrete models of the investigated sites or polygons. A special informatively is due to the spatial – timing changeability of nature landscape elements remote sensing data treatment. Maine work objective is ensuring of efficient remotely sensed data usage for environment management activities in Ukraine. Work tasks and functions of Geoinformational Space Ensuring System are connected with creation and development of remotely sensed data (RSD) users market including: • creation, working-off, and certification of thematic problems solution techniques (with the assistance of users); • ensuring of users with specialized hardware and software facilities for RSD processing (on a contractual basis); • training of users and their teaching; • realization of joint applied programs and experiments on a contractual basis; • realization of marketing activities and advertising activities.

Main Activities Realization of NSAU long-term scientific and technical policy in the area of the most efficient usage of remotely sensed data and Earth remote sensing facilities by means of: • analysis of state's and society's needs for remotely sensed data and ways of realization of these needs; • development of interdepartmental and regional programs of remotely sensed data usage; • management of programs realization; • development of normative base which regulates remotely sensed data usage; • development of requirements for production and services of promising Earth remote sensing space-systems; • creation of new methods and procedures of technical problems solution which ensure expansion of remotely sensed data market. • supply of public administration and monitoring subjects by remotely sensed data including: • provision with results of primary thematic processing of remotely sensed data to specified level (space maps, orthospace maps, special thematic maps such as vegetation index, surface radiant temperature and others). This function on a state scale is mainly performed by IAS (information-analytical system) of NSAU; • ensuring with results of RSD thematic processing using ground truth information (thematic maps, GIS-projects and others) on users' requests. Several scientific projects that are already accomplished with SCDKNSAU are presented as following: • Four programming-technical complexes for processing of space images (1998-2003) • Software for Sich1-M Mission Control Center • The regional ecological monitoring system of Dnipropetrovsk (since 1994) • Space systems Sich-1 and Ocean-O users documentation • State standard of Ukraine DSTU 4220-2003 “Remote sensing of Earth from space” We have collected remote sensing data as for the Dniepropetrovsk region as for Ukraine. We have got access to Spot, Irs, Оcean-о, Meteor-3М satellites images database. Our partners (SEIMNR, INPMNASU and DSAU) have got experience in the geospatial environmental policy, ground based sensing database creation for selected industrial and agrarian sites of Ukraine

Previous Experience relevant for INSPIRE development State Company "Dniprocosmos" was created in 1998 by NSAU (National Space Agency of Ukraine) and Dnipropetrovsk Regional State Administration specially for introduction of aerospace services and technologies. The Dniepropetrovsk Province (oblast) was defined as a basic one by joint resolution taking into account the following factors: - Presence of specialists in the branch who are familiar with remote sensing, methods of observation and data processing; - Dnipropetrovsk region is a region of high man-caused load. - The basic realized projects. 1. Developed and transmitted regional complex of aerospace monitoring in to research exploitation (1998) and program-technical complex of aerospace images handling (2002). 2. Developed and realized in 1998-2002 y. regional program on using data space observation of Earth for subject task solution of nature management and economical activity in Pridneprovsk region. It was made a number of tasks of Earth remote sensing thematic data processing with satellites Sich-1, Spot, "Ocean-O, Resurs-3M . 3.Experimental project on location and condition control specially of dangerous mobile, difficult of access and distant objects with the usage of satellite navigation facilities, connection and data transfer to the centre of control. 4.It was developed automatic system of ecological monitoring in Dnipropetrovsk and it is functioning successfully. 5. It was developed documentation for users of space system Sich-1 and Ocean-O. 6. At the present moment it is developing State standard of Ukraine: Earth remote sensing from the space. Terms and definitions. 7.There has been managed instruction in fundamentals of remote sensing and GIS-technologies for students of Dnepropetovsk National and Agrarian Universities.
