Mission and Objectives The main and generic goal is to create an SDI on the basis of the participation of all the municipalities and other local entities from Catalonia, in the framework of the e-governement policies. It will require: - to make formal agreements with local authorities -- define the avaiable data and its accessibility conditions - generate metadata and publish them in a specific Catalog Server - install WMS when needed in the municipalites to make the geoinformation accessible - evaluate the expenses of all these activities to be funded - offer them several geoservices and to share departamental informations to be interoperable with their own data. - organize training activities - organize future updating of data and metadata and formalize all these relationships.
Mandate There is an agreement between the e-government (regional) organization, the consortium AOC (Open Administration of Catalonia), in which the regional Gov. and the catalan local authorities' organization (Localret) participate, and the ICC-IDEC (SDI project of Catalonia, leaded by the Cartographic Institute), to promote, fund, advise and create the Local SDI of Catalonia, as a thematic SDI from IDEC, gathering all municipalities and other local entities, creating metadata, setting up the Catalog services, installing WMS, offering the municipalities to share information and geoservicies from de regional government, and allowing this one also to acces to the local information. A specific geoportal for this thematic SDI will be avaiable soon. AOC will fund the participating municipalities, and IDEC will help them to generate metadata, to connect WMS to the network and to set up their own geoservices. It is foreseen the project will be implemented in two steps, each of one lasting two years, so the agreement contemplates the first two years, and will be renewed afther this time.
Formal Mandate Regional Government
Main Activities - Define, for each partner, the number and characteristics of data to be published in WMS - Define, for each partner, the number of metadata to be generated and exported to de Catalog Server - Define the costs of creating metadata and publishing geoinformation, to be funded by AOC - Formalize, trougouht agreements, all these compromises. - elaborate Data models of the differents layers (cadastre, urban planning, environment, equipments and infrastructures...) - Agreements about some kind of processes to ensure the maintenance of the system. - Test the standards, analyze problems, define new rules and specifications when needed, promote a collaborative framework. - Develop geoservices (gazzetter, street map,etc.) to be applied by the municipalities - Organize workshops, forums, etc. to debate the issues and to extend the SDI and interoperability awareness .

Previous Experience relevant for INSPIRE development The experience that can offer the SDIC comes mainly from the IDEC project (SDI of Catalonia), which is running from the end of year 2002, experience that will be the basis for the IDEC.LOCAL initiative, in which many other aspects (legal, organizational, relationships, etc.) should be considered and managed.
