Formal Mandate The Highways Agency is an Executive Agency of the Department for Transport. The Agency's purpose is to provide safe and reliable long distance journeys on strategic national routes by managing the traffic using our roads as well as administering the network as a public asset.
Main Activities The Highways Agency maintains a series of systems that hold information relating to the strategic road network and the land on which/alongside which that network lies, and information relating to the traffic that moves along this network. These include: HA Geotechnical Data Management System which holds details of the Highways Agency geotechnical asset, together with geological maps, borehole details, and specialist reports; HAGIS - HA Geographical Information System which stores information using the latest digital mapping allowing users to view geographical data for a specific area of the UK by zooming in and out and using the built in GIS tools. The Agency collects and uses a wealth of information and HAGIS is designed to deliver this information in the form of a 'one stop shop', direct to staff and agents. Other, external data has also been used to supplement the Agency information. For example it is possible to view accident and traffic flow data on a map, which can assist in helping build a picture of congestion and traffic hot spots; HAL - The HA Lands database.
HAL handles casework relating to HA's external customers whose land or property is directly or indirectly affected by HA's road building programme. HAL is used by individual HA Lands staff and also by our external valuation firms who report back their negotiations on land purchase and compensation claims on our behalf. Internal Project Leaders also access HAL for information on scheme lands costs; HATRIS - Highways Agency Traffic Information System consists of :
Journey Time Database (JTDB) which holds estimated actual journey times on each link in the network
Traffic & Accidents DB. (TRADS) holds and reports on flow and speed data throughout HA network, including historic database for TCC project. The HA use the statistics of the traffic and accident data in order to plan repairs, and modifications to roads; NOMAD - The Highways Agency National On-line Motorway Asset Database is a tool designed to support maintenance management tasks and contains an inventory, together with condition and fault information, for all Highways Agency control and communications equipment, including electrical equipment and roadside infrastructure.
NOMAD currently provides two main facilities as follows:
National Asset Inventory: The National Asset Inventory is an inventory of all motorway communications assets and must be updated when assets are installed, removed or replaced.
Asset Condition Records: The condition of assets must be updated on a continuous basis via asset surveys carried out during corrective or preventative maintenance activities;
