Formal Mandate The Environmental Protection Agency (EPA) was established under the Environmental Protection Agency Act, 1992. The other main instruments from which it derives its mandate are the Waste Management Act, 1996, and the Protection of the Environment Act, 2003.
Main Activities

  • Environmental licensing: the EPA is a regulatory body responsible for Integrated Pollution Prevention Control licensing and waste licensing, emissions trading, the contained use and deliberate release of Genetically Modified Organisms, and Volatile Organic Compounds permits.
  • Enforcement of environmental law
  • Environmental planning and guidance
  • Monitoring and reporting on the environmental status - air, water, waste, noise, land and soil, including the establishment and maintenance of databases of information related to the environment and making arrangements for the dissemination of such information and for public access thereto. The EPA is the competent authority in the Republic of Ireland for Reporting on the Water Framework Directive and provides guidance on the implementation of the SEA directive. It also publishes full reports and indicator reports on the state of the environment and on specific environmental quality issues.
  • Environmental research: the EPA research programme supports R&D activities in a range of environment areas. Since 2000 the EPA research budget has amounted to €47m, administered through the Environmental Research, Technological Development and Innovation (ERTDI) Programme. Funding for this programme is provided annually by the Department of the Environment, Heritage and Local Government through the National Development Plan (NDP).
  • Liaison with the European Environment Agency provided for under Council Regulation 1210/90/EEC: the EPA acts as the Irish National Focal Point for EIONET and also as a National Reference Centre for many thematic areas.
