Formal Mandate Land and Property Services is an Executive Agency within the Department of Finance and Personnel in Northern Ireland. The intention to create the Agency was announced in the Review of Public Administration in March 2006. The Agency has been established initially from the merger of the former Rate Collection Agency and the Valuation and Lands Agency. This was followed by the addition of Land Registers of Northern Ireland and Ordnance Survey of Northern Ireland from 1 April 2008
Main Activities LPS is the official government organisation responsible for supplying mapping and geographic information services for Northern Ireland. It is also responsible for
Valuing all domestic and non-domestic properties in Northern Ireland
Maintaining valuation lists
Carrying out general revaluations
Providing a general valuation, estate-management and property-information service to government departments and the public sector in Northern Ireland
Issuing rates bills for private domestic properties and non-domestic properties, such as shops, factories etc.
Following up and processing payments for rates bills
Inspecting vacant properties
Processing refunds if someone has paid us too much
Managing the Housing Benefit Scheme (for owner-occupiers) and the other rate-relief schemes (see www.helpwithratesni.gov.uk )
Managing the Disabled Person’s Allowance Scheme
maintaining the Title Register in, Land Registry and Statutory Charges Register and the Registry of Deeds and providing up to date accurate Land Information Services
Supplying mapping information for Northern Ireland.

LPS is also responsible for the organisation and running of the GI Strategy for Northern Ireland.

Previous Experience relevant for INSPIRE development LPS (formerly OSNI) developed one of the first geographic information strategies in the UK. The Strategy, originally named "Mosaic" (now the GI Strategy for Northern Ireland) made significant progress in setting up the governance to facilitate greater data sharing and cooperation. A Geoportal (GeoHub NI®) for Northern Ireland was launched on the 12th June 2008 to facilitate data sharing (www.geohubni.gov.uk), this is currently being populated with numerous data sets that fall across the three INSPIRE annexes. The GI strategy produced in 2003 has subsequently been reviewed with the aim of enhancing the strategy to encompass INSPIRE and plan a way forward for the next 10 years (2009 - 2019).
