Formal Mandate In 2001 the Swiss Federal Council adopted a geographical information strategy and charged the Federal interdepartmental coordination group for geographical information (COSIG) with setting up an overall implementation plan and creating favourable conditions for the use of geographical information systems (GIS) and the development of a market in geographical data.
Main Activities The federal strategy for geoinformation worked out by the GIS Coordination Group has the following aims:
• Basic Geo-information shall be easy available and on easy terms
• National Spatial Data Infrastructure for the whole country
• Coordination with the cantons and communities
• Personal data protection, copyright, liability taken into consideration
• New legal bases if needed
• Standards for data producing and transfer (metadata, modelling, formats)

The report concerning the federal strategy for geoinformation was adopted by the federal council in June 2001 and the implementation plan was adopted in June 2003.

Previous Experience relevant for INSPIRE development Based on the swiss federal strategy for geoinformation we have elaborated an implementation concept for the federal strategy for geoinformation focused on these following elements the Political economics profit the impact and the National Spatial Data Infrastructure In the implementation concept we have a part about the political economics profit There will be added value for: Public sector (Federal, Cantons, Communes) Organisations (private sector, science etc.) Public Citizen The impact will be: easy available basic Geo-information and an optimal offer, favourable prices for basic Geo-information and transparency in the price-building and an enlarged use The all will be support by the National Spatial Data Infrastructure permitting the mutual exchange and efficient use of geographic information. The national spatial data infrastructure (NSDI) which is currently being developed has the objective of ensuring that access to an optimal supply of geographical information is both easy and attractive. The development of this infrastructure is divided into the following nine major themes: contact network, basic geodata, metadata, basic geographical services, technical infrastructure, education and research, standards and guidelines, legal foundations and pricing strategy. All these elements are described in the implementation concept for the federal strategy for Geo-information and Measures are defined for all those elements.
