Formal Mandate Ktimatologio S.A. (Hellenic Cadastre) is a State owned company mandated by Law to develop the Hellenic National Cadastre. To accomplish this goal, the company selects areas of the country to be surveyed, establishes the geodetic and base map infrastructure to reference the cadastral data, collects the necessary data about properties and property rights, processes those data, and establishes the first registrations about properties and property rights. In addition, Ktimatologio S.A. operates the central cadastral IT system, which registers and maintains the transactions that take place on properties in the areas that are in the jurisdiction of the operating cadastre. Finally, Ktimatologio S.A. supports, technically and legally, the officials of the cadastral offices to carry-out their duties.
Main Activities Ktimatologio S.A.:
- establishes the Hellenic National Cadastre in the country. This is accomplished through a staged approach that involves desinging, planning, and carrying-out the cadastral surveys in areas to be incorporated into the Hellenic Cadastral System.
- supports (technically, legally) the operation of the cadastre in areas in which the system has been established
- operates the Hellenic Positioning Service(HEPOS), which provides, through a network of approximately 100 permanent GPS stations, centimeter-level accuracy measurements to users throughout Greece
- compiles large scale colour orthophotomaps (~1:5.000) for the entire country and very large scale (~1:1.000) colour orthophotomaps for the urban areas of the country
- compiles specific purpose base maps (about forests and the shore) that are necessary for establishing the cadastre in an area
- Operates the IT System of the Hellenic National Cadastre
- Supports legally and technically the operation of the cadastre

Previous Experience relevant for INSPIRE development Ktimatologio S.A. has followed closely the developments about the INSPIRE Directive since the initial steps of the initiative. Most of its input, however, has been made through the Hellenic Mapping and Cadastral Organization (HEMCO), which is the coordinating agency in Greece on issues about the INSPIRE. It must be noted that both agencies, HEMCO and Ktimatologio S.A., belong to the Ministry of Environment, Physical Planning and Public Works. Also, they share a significant portion of members in their Boards of Directors.
