Formal Mandate The mission of the C&S unit is to analyse the social, economic and environmental implications of developments in industry, energy and transport, in particular, with regard to EU policies.
Main Activities The C&S comprises the Energy and transport techno-economic analysis action (ETTEA) . The work of ETTEA on transport consists of the development and application of modelling tools and evaluation methodologies for the impact assessment of transport policy measures at EU level.
The various European Commission services addressing transport issues have agreed to use TRANSTOOLS (TOOLS for Transport forecasting ANd Scenario testing) as the main model for policy analysis and have appointed the JRC-IPTS as the model's Reference Centre for its further development, application and dissemination.

TRANSTOOLS is a European transport network model covering both passenger and freight, as well as intermodal transport. TT is a GIS based application using independent software modules developed by different research groups with open architecture (IPR-free product). Main reference data sources are the ETIS-BASE European Transport policy Information System GISCO-db, regional statistics.

Comments As a service to the TRANSTOOLS model user community, the unit is setting up a TT simulation server based on virtual server technology, which will allow the concurrent use of TT by both internal and external users.

Previous Experience relevant for INSPIRE development The TransTools model covers both passengers and freight as well as intermodal transport in Europe with all medium and long distance modes (cars, vans, trucks, train, inland waterways, ships and air transport). The transport model (transport networks) has an open architecture and has been intentionally kept as an IPR-free product in order to facilitate access by potential users and developers.
