Formal Mandate Public agency under the Ministry of the Environment. Main objectives:
1. Define frameworks, methodologies and specifications for the national geospatial information infrastructure.
2. Be a pioneer in government agencies in applying a modern framework for IT services and chaining of them, and to promote the framework in other areas as the foundation for eGovernment and for co-operation with local authorities
3. Apply the framework to our own services in support of new infrastructure services and value-added products
4. Work closely with public and private sectors to develop cartographic technology and expertise, nationally and internationally
5. Produce and make available to private and public users the geographical information defined as a government responsibility. Includes among other things:
- Geodetic network and positioning systems
- Primary dataseries covering land, coastal and sea areas - uniform, nation-wide digital databases for
essential geographic features and thematic layers
- National chart series and publications
- Aerial- and satellite imagery
- Standards for geodata
- Catalogservice
6. Responsible for the central National Cadastre (updated by the local communities) and taking over responsibility for the National Land Registry.
The Ministry of Environment submitted a White Paper - "Norway Digital - a common fundament for value creation" to the Norwegian parliament in the spring of 2003. This report, which was endorsed by the Parliament, describes the new Norwegian infrastructure for geographic information. See registration for SDIC "Norway digital"
The NMCA is the coordinating organisation in an EU-funded project "Ace-GIS", which work on data flow, data harmonisation, semantic interoperability and application services in two fields; environmental planning at regional level and emergency/risk management on natural and technological hazards.
Main Activities Have established a new national geodetic network of high precision with international connection, to meet the use of modern positioning technology. Established systems for accurate positioning down to centimeter.
Primary dataseries for land covers as basis for digital and analogue products. Vector and raster data in scales 1:5 000, 1:50 000, 1:250 000, 1:500 000, 1:1 million, 1:2 million and 1:5 million. Primary land data are being established and updated through a long time co-operation between central and local government (NMCA, Road Authority, Agriculture sector, Telecom, Local communities etc) (Norw: GEOVEKST). Covers the following themes:
- Buildings
- Addresses
- Properties
- Administrative boundaries
- Place names
- Road network
- Elevations
- Depth contours
- Coastal contours and islands
- Water contours
- Triangulation points
Main activities within the seas and coastal areas (by the Norwegian Hydrographic Service, NHS, a division of the NMCA):
Hydrographic surveys of the Norwegian coast and Norwegian sea areas, including areas in the Arctic. Development and administration of electronic and traditional navigation charts and sailing directions for the same areas.
A priority is developing electronic and paper navigation charts for the entire Norwegian coast, based on modern hydrographic data, by 2006.
Data Management: to establish, administer and disseminate a nation-wide Primary hydrographic database for the advancement of safety at sea, kept up to date on a current basis by the addition of new information from external offices and contributors.
Chart Production covers printed and electronic navigation charts. The printed series embraces standard navigation charts for the coasts of Norway and Svalbard, Norwegian sea areas, harbours and approaches. Regular corrections are issued. Official electronic navigation charts are published for the steadily increasing stretches of coast that are covered by modern hydrographic data.
Water levels and current sets: continuous operation of 23 permanent water-level monitoring stations, that provides data for depth soundings and tide calculations.
Publications: ”Notices to Mariners” (Etterretninger for sjøfarende) contain corrections, updates and notices of importance to navigation chart users. ”Tide Tables” (Tidevannstabeller) show the predicted tidal flows for selected points along the coast. ”The Norwegian Pilot” (Den norske los) is a series of hard-bound books describing the Norwegian coast and Svalbard. ”Symbols and Abbreviations” (Symboler og forkortelser) describes the symbols and abbreviations used on Norwegian navigation charts.
Provision of official Electronic Navigation Charts (ENCs) is entrusted to a regional partnership administrated by the NHS, known as Primar Stavanger. The partnership currently embraces ENCs from ten national hydrographic services: Denmark, Estonia, Finland, France, Greece, Latvia, Poland, Norway, Russia and Sweden, and is continuously expanding.
The service is regulated through bilateral agreements.
Primar Stavanger also maintains agreements with Singapore and the USA, for distribution of their ENCs under the same service.
One aspect of Norway’s assistance to developing countries is the ongoing involvement of the NHS with hydrographic work in Mozambique and Namibia.
NHS represents Norway in the International Hydrographic Organisation. Norway is also represented in several international regional hydrographic committees, in ESEAS, the European Sea Level Service, and provides lecture services at the International Maritime Academy in Trieste, Italy.
