Consultation on the draft legal act on the harmonization and interoperability of environmental information (as defined in Annexes II and III of the INSPIRE Directive (2/2007))


Comment Submission on the Draft Implementing Rule for Data Specifications for Annex II and III is closed.
The consultation was open from 20th June 2011 until 21st October 2011, 18:00 CET.
Comments can still be uploaded after the closing date, but we cannot guarantee that the Thematic Working Groups will have the time to consider them. Priority will be given to those comments submitted before the deadline.

  • Consultation Background

    The INSPIRE Thematic Working Groups (TWGs), Data Specifications Drafting Team and INSPIRE JRC Data Specifications Team finalised the draft Data Specifications of the Spatial Data Themes referred to in Annex II and III of the INSPIRE Directive. Their work was available for public view and consultation by the INSPIRE Stakeholder Community as draft Guidelines .

    Based on all the comments received, the INSPIRE TWGs will issue a new version of the Data Specification – Draft Guidelines, while the European Commission will prepare the amendment proposal for the Implementing Rules on interoperability of spatial data sets and services, which will be submitted for opinion to the INSPIRE Regulatory Committee in 2012.

    SDICs and LMOs were invited to comment on the following documents and files:
    • Data Specification on INSPIRE Annexes II and III – Draft Guidelines
    The 24 Data Specification – Draft Guidelines documents describe the draft INSPIRE data specifications on the INSPIRE Annex II+III Themes as developed by the TWGs. Each of these documents includes two executive summaries. The first summary provides a quick overview of the INSPIRE data specification process in general, and the second summary describes the content of the data specification on a specific Theme in particular. Thus, each Data Specification – Draft Guidelines document is self-explanatory. In addition, a ZIP archive will be provided for consultation that contains the GML application schemas for all Annex II+III themes.

    • Proposed updates to the Generic Conceptual Model and Encoding Guidelines
    During the Annex II+III development, a number of updates have been proposed to the Generic Conceptual Model (D2.5) and Encoding Guidelines (D2.7) reflecting emerging requirements of some of the themes. The proposed changes are summarised in a separate document.

    • D2.9 Guidelines for the use of Observations & Measurements and Sensor Web Enablement-related standards in INSPIRE Annex II and III data specification development
    This new data specification development framework document has been developed reflecting emerging requirements of some of the themes on the use of Observations & Measurements and Sensor Web Enablement-related standards. Like it happened with the others framework documents, this one is now submitted to consultation.

    In addition, for reference, the UML data models will be provided in different formats and views at http://inspire.jrc.ec.europa.eu/index.cfm/pageid/2/list/datamodels.

    • Data Specification on Geology – Draft Guidelines
    • This version (V 2.01) is a corrigendum of the INSPIRE Data specification on Geology - Draft Guidelines. It fixes - adds definitions and descriptions of used external types (GeoSciML v3.0rc2) that were missing in the Feature Catalogue (Chapter 5). The corrigendum was published on 26th of August.
    • INSPIRE Annex II&III GML Application Schemas
    • This version (v2.0.2) is the second corrigendum of the INSPIRE GML application schemas, that was published on 26 August 2011. This corrigendum fixes a number of broken references to external schema documents, which caused some of the xml schema files to be invalid. For a more detailed overview of the changes between v2.0, v2.0.1 and v2.0.2, please read the README.TXT file contained in the zip archive.
